Govt allows RIL to surrender SEZ in Haryana

NEW DELHI: The government has allowed MukeshAmbani owned Reliance Industries to surrender its special economic zone in Haryana.

The decision to denotify Reliance Haryana SEZ Ltd, a unit of RIL, was taken by Board of Approval, headed by Commerce Secretary S R Rao, in its meeting on June 12.

"After deliberations, the board decided to approve the proposal...for de-notification of the sector specific SEZ for multi services.

"The approval is subject to...a certificate that the developer has either not availed or has refunded all the tax/duty benefits availed under SEZ Act/Rules in respect of the area to be de-notified, there are either no units in the SEZ or the same have been debonded, the state government has no objection to the de-notification proposal etc," the minutes of the SEZ BoA meeting said.

The BoA is a 19-member inter-ministerial body that deals with SEZs and the issues related to them.

In the meeting, the board has also directed that the information regarding that case "must invariably be sent to CBDT and CBEC for taking necessary action".

However, no reason was given by the developer for de-notification of the zone.

Reliance Haryana SEZ Ltd, a sector specific SEZ for multi services at villages Mohammadpur Jharsa, Gharauli Khurd, Khandsa and Harasru, District Gurgaon, Haryana was notified over an area of 440.71 hectares.

It was notified on November 14, 2007.

Separately, the BoA deferred the proposal of another SEZ promoted by Mukesh Ambani at Raigad in Maharashtra.

Mumbai SEZ Ltd has requested for grant of extension of in-principle approval for setting up of a multi-product SEZ Raigad, Maharashtra.

"The Board after deliberations deferred the proposal and decided to obtain the views of the State Government on the issue before considering the extension," the minutes said.

The SEZ was given in-principle approval on August 8, 2006. As per SEZ Rules, the validity of the approval was up to August, 7, 2007. The developer has already been granted six extensions, the validity of which was going to expire on August, 7, 2013.

The developer was seeking further extension of validity for one more year.

DMRC starts work on Metro to Bahadurgarh

The town of Bahadurgarh is all set to become the third in Haryana to be connected with Delhi via the metro rail. The Delhi Metro Rail Corporation (DMRC) recently commenced preparatory activities for the construction of a Metro corridor that would connect Bahadurgarh with west Delhi’s Mundka.

DMRC officials said once the corridor is inaugurated - scheduled for March 2016 as of now — the distance between Bahadurgarh and Mundka would be covered in just 20 minutes.

“To complete the ambitious project with other Phase III corridors, we have started work at a brisk pace,” said a spokesperson of DMRC. The foundation stone for the project was laid in February.

The soil tests necessary for carrying out construction work have already been completed and the process of identification of utilities is in progress.

The tenders for the construction of the viaduct as well as the seven Metro stations (see box) have already been floated and are expected to be finalised in a couple of months.

The contractors are expected to be mobilised by August, officials said.

According to them, the work has been divided into two parts — from City Park to MIE in Haryana and from Tikri Border to Mundka in Delhi. As per Detailed Project Report (DPR), the expected daily ridership by the year 2016 would be 1.42 lakh.

The numbers are likely to shoot up to close to 2 lakh by 2021.

The existing Metro depot at Mundka will cater to the requirements of this corridor. Another new Metro depot will also come up near the Modern Industrial Estate Metro station in Haryana.

The travel time from Bahadurgarh (City Park) to Mundka will be around 20 minutes. The travel time from Bahadurgarh (City Park) to Inderlok will be around 45 minutes while a journey from Bahadurgarh (City Park) to Kirtinagar will take around 50 minutes.

On February 25, 2013, the Board of Directors of COIM Group announced, the inauguration of COIM’s first System house and warehousing facility in India, located at Plot No 2526, Sec- 17 HSIDC, Footwear Park Bahadurgarh, about 40kms from New Delhi.

COIM Group’s President Dr Mario Buzzella, co-founder of COIM, lit up the auspicious lamp to signify the opening of the new site. About 150 guests attended the opening ceremony.
In his address to the participants Dr Claudio Zocchi reiterated the importance of the Indian market in the overall business strategy of Coim Group in the Asia Pacific region.
The new system house, with a fully equipped laboratory, will further enhance the capabilities of Coim India in the Polyurethane Footwear business.
The Indian site will also support the commercial operation of other COIM’s polyurethane specialties businesses including TPU (Laripur), Hot Cast Elastomers (Imuthane) and Flexible Packaging Adhesives (Novacote).

BAHADURGARH: Bahadurgarh is known for its footwear business, but the backbone of the business is the self-sufficient plastic industry, which has been generating nearly 20 per cent of the net revenue for the industrial city.

Around 100 plastic moulding units support to not just the footwear units but to other existing industries in the region, generating job opportunities for around 2,000 people. Nearly 25 per cent of its revenue (Rs 300 crore) is generated through exports.

SUPPORT TO OTHER INDUSTRIES

Vipin Bajaj, president of the Bahadurgarh Chamber of Commerce and Industry (BCCI) said, "Plastic is required in majority of the business segments. The plastic moulding industry in the region supports industries such as, electrical components, footwear, auto components, road safety tools, insulator, and telecommunication. It also provides support to the ministry of defence and railways."

Bajaj, who is also the president of the Plastic Moulding Cluster in Bahadurgarh further added, "Apart from working as vendors to these industries, the plastic moulding industry produces air cooler pumps, hangers, furniture, road barricades and reflectors."

OP Gupta, chairman, Diamond Group of Industries (a leading footwear firm of Bahadurgarh) agreed with Bajaj and added, "Major reason behind the success of footwear industry in Bahadurgarh, is the self sufficient plastic industry of the region."

The former president of All India Plastic Industry further added, "Plastic plays a major role in the footwear industry. Its presence in the region has made business smooth and cost effective. Therefore, a majority of footwear companies have entered Bahadurgarh and made it a footwear hub in the past decade." Gupta went on to add that the plastic industry is Bahadurgarh provides support to the footwear industry in West Delhi as well.

MONETARY STATUS

Asked about the business generated by the plastic moulding industry of Bahadurgarh, Bajaj said, "There are around 100 operational units, which generate around 20 per cent of the net revenue generated in Bahadurgarh. As per the Sales Tax office report, the office has collected Rs 300 crore as sales tax from the local industries in the last fiscal. Therefore, the net revenue of the city would be around Rs 6,000 crore. Since, plastic moulding industries are generating 20 per cent of it, the net revenue generated by the plastic industry would be around Rs 1,200 crore."

Praveen Garg, general secretary, BCCI said, "Around 25 per cent of the plastic industry's revenue comes from the global merchandise. Hence, the industry is generating around Rs 300 crore through exports. As per BCCI records, Bahadurgarh-based units have exported to nearly 70 countries in the past year, mostly to the US, Canada, Europe and West Asia."

Giving insight of the job opportunities being created by the plastic moulding units, Praveen Garg said, "On an average, one plastic moulding unit requires around 20 direct employees."

While the industry supports the other businesses in Bahadurgarh, Bajaj attributes the success of the plastic moulding industry to the units that manufacture plastic moulding machines in the region. "There are around 20 such units, which make work easier for the plastic moulding industries," concluded VipinBajaj.

New Delhi: Commuting between Delhi and Rohtak via Bahadurgarh will be smoother and convenient for thousands of working people from Monday, the week's first working day. Railways have started a new electric train between the two cities on Sunday.

The train will start daily at 7 am from Rohtak and will reach Delhi at 9.15 am. On return, it will start at 3.50 pm from Delhi and will reach Rohtak at 6.20 pm. Rail minister Pawan Bansal mentioned this service in his budget presentation.
